COMMENTS: "Japan's tough colonial rule" -- is "tough" really the right word? You are talking about organised mass rape. Tough in this context can be taken to mean "Strong-minded; resolute" as in "a tough negotiator" (dictionary.com).
I think it's particularly important to get this right because the majority of British people still do not know what happened.
